What we do

Staffing that flexes with your business

Business rarely moves in a straight line. A project lands with a deadline attached. A busy season doubles the workload for three months and then eases off. Someone goes on maternity or extended medical leave, or resigns with little notice and takes a working knowledge of the role out the door with them. In each case you need a capable pair of hands quickly — but not necessarily a permanent one on the books forever.

That’s what contract and temporary staffing is for. We keep a pool of pre-vetted contract professionals ready to go, so you get the right person fast and only for as long as you actually need them. When the contract ends, there’s no restructuring, no severance conversation, no awkward unwinding — the arrangement simply concludes on the date you agreed, or extends if the need runs longer.

The people we place on contract are held to the same bar as our permanent candidates. “Temporary” doesn’t mean second-string — it means the engagement is time-boxed, not the quality. Every contractor is screened for the skills the role needs and for the professionalism to walk into an unfamiliar team and be useful in the first week, not the fourth.

And because JTE can act as the employer of record, the whole thing stays clean. The contractor sits on our payroll — CPF, leave, IR8A, work-injury insurance and the employment contract are ours to run — while you simply direct the work day to day. You get flexible headcount without taking on the employment admin or the compliance risk that usually comes with it.

When it fits

When contract staffing makes sense

Contract works best when the need has a shape to it — a start, a reason and a rough end. These are the situations we’re asked for most.

Projects with a deadline

A plant upgrade, a system migration, a product launch, an audit or a build-out — work that needs extra capable hands for a defined stretch, then winds down. You get the specialist skills for exactly the window they’re needed, without a permanent line on the org chart afterwards.

Seasonal & demand peaks

Year-end, festive volume, a big shipment cycle or a sudden run of orders. When the workload doubles for a quarter and then settles, contract headcount lets you meet the peak without carrying the cost through the quiet months that follow.

Cover for a gap

Maternity, extended medical leave, a sabbatical, or a resignation that leaves a hole while you run a permanent search. A contractor keeps the desk running and the work moving so nothing stalls — and hands back cleanly when your person returns or the new hire starts.

Trial before you commit

Not sure whether a role should be permanent, or whether a particular person is the right long-term fit? A temp-to-perm contract lets you see someone work in your environment before anyone signs a permanent commitment. If it clicks, converting them is simple.

Employer of record

JTE carries the employment, you direct the work

The part that makes contract staffing genuinely low-effort for you: we become the legal employer, so the admin and the compliance are ours, not yours.

When we place a contractor on an employer-of-record basis, JTE holds the employment contract. That means the monthly payroll run, CPF contributions, statutory and annual leave, IR8A income reporting at year end, and work-injury compensation insurance all sit with us. If a work pass is needed, we sponsor and manage it. You don’t set up a new payroll record, you don’t track another person’s leave balance, and you don’t carry the employer’s statutory obligations for someone who may only be with you for a few months.

What stays with you is the part that matters: the work itself. You set the tasks, the hours, the priorities and the standard, exactly as you would for your own team. The contractor turns up, integrates and delivers — and everything behind the scenes that keeps the arrangement compliant with Singapore employment and MOM rules is handled by an EA-licensed agency that has been doing exactly this since 2014.

It’s the same principle as our manpower outsourcing and payroll & work pass services — you get the people and the output, we carry the employment machinery underneath.

Which do you need?

Contract vs permanent — which fits?

Not every gap should be a permanent headcount, and not every long-term role should be filled on contract. Here’s a straight read on when each makes sense — and we’ll tell you honestly if a role is better filled the other way.

Go contract when…
  • The need is tied to a project, a peak season or covering a leave gap.

  • You want the headcount now, without the long-term employment overhead.

  • You’d like JTE as employer of record — CPF, leave, IR8A and insurance handled — while you direct the work.

  • You want to trial a capability, or a person, before committing to a permanent role.

That’s the flexible, quoted, employer-of-record staffing this page is about.

Hire permanent when…
  • The role is core to how the business runs and you need it for the long term.

  • You want someone to build knowledge, own relationships and grow with the team.

  • Cultural fit and retention matter as much as the skills on paper.

  • You’re hiring leadership, or a specialist whose absence would hurt.

Why JTE

Fast, flexible, and above board

Ready when you are

A pre-vetted pool means we move in days, not weeks — and the people we send hold the same bar as our permanent candidates.

Clean and compliant

As employer of record we run payroll, CPF, leave, IR8A, insurance and work passes — an EA-licensed agency carrying the compliance, not you.

Flex both ways

Scale up for a peak, wind down when it passes, extend when the need runs longer, or convert to permanent when it clicks.

Questions

Common questions

How does contract staffing work?

You tell us the gap — the skills, the reason (a project, a peak, cover for leave) and how long you need someone. We draw from a pre-vetted pool, put forward people we’d vouch for, and deploy your chosen contractor for the agreed term. You direct their day-to-day work while we run the employment, payroll and compliance behind the scenes.

Can the contractor be on JTE’s payroll?+

Yes. This is the employer-of-record model: JTE is the legal employer, so we handle the employment contract, monthly payroll, CPF, statutory leave, IR8A and work-injury insurance. You get the headcount and direct the work; we carry the employment admin and the compliance risk. It works alongside our manpower outsourcing and payroll & work pass services.

How fast can you mobilise a contractor?+

Often within days. Because our pool is pre-vetted, we can move fast once we understand the brief — sometimes a start within the same week for a straightforward role, a little longer for a niche skill set or where a work pass is involved.

Contract or permanent — which should I use?+

Contract fits a defined need — a project, a seasonal peak, covering a leave gap, or trialling a capability before you commit. Permanent fits a role that’s core to the business for the long term, where retention and cultural fit matter most. If a role is really a permanent one, we’ll say so and point you to permanent recruitment rather than sell you a contractor.

Is there a minimum or maximum contract length?+

We’re flexible — from a few weeks of cover to a multi-month project or a rolling contract that extends as long as you need. We’ll agree the term upfront, and extending, shortening or converting to permanent is straightforward.

How do you charge for contract staffing?+

Contract and payroll work is quoted, not charged as a permanent-style success fee. We give you a clear rate — typically an all-in monthly or hourly figure that covers the contractor’s pay plus employer costs and our management — agreed before anyone starts, with no surprises. Get in touch for a quote.

Can you handle work passes for foreign contract staff?+

Yes. As the employer of record we can sponsor and manage Work Permit, S Pass or Employment Pass applications where the role and quota allow, and keep the pass, levies and renewals compliant for the length of the contract — see payroll & work pass.

Which sectors do you cover?+

We staff across engineering, logistics and supply chain, manufacturing, healthcare, the commercial and support functions and IT and tech — from frontline and operational roles to specialists and admin, junior to senior.
